From Seed to Apple is a publication of the Washington Teacher of the Year program and Washington Teacher Advisory Council (WATAC), which are administered by the Office of Superintendent of Public Instruction (OSPI). Teacher of the Year and WATAC are partially funded by private donations including a grant from the Bill & Melinda Gates Foundation. The Teachers of the Year and members of WATAC speak with independent voices.
