In this short story we see the rise and fall of a powerful man. Don't ask me why the author decided to include extra sensory perception and psychic powers as a plot device. The story was told in the form of correspondence or letters between the characters. Murray Leinster was quite underrated as a science fiction author. Baen Books, also sold by Amazon has quite a few of his story collections! Check them out, you won't be disappointed!

The leader - This man was illegitimate and uneducated, hysterical and superstitious. He gathered about him a crowded following of those who had been discontented but whom he turned into fanatics. He imposed upon his people absolute despotism. He honeycombed society with spies. He imprisoned, tortured and executed without trial or check and while all this went on he received the most impassioned loyalty from his subject.
I imagine you get the picture Leinster is painting with this well written interesting short story.
